Otto Hertz founded Scabal in Brussels in 1938 as a continental cloth merchant. The name is an acronym for Societe Commerciale Anglo Belgo Allemande Luxembourgeoise, and the founding proposition was a bridge between continental European tailoring and the British weaving tradition that defined the upper end of suiting cloth before the war.
